The Government of the United Arab Emirates values the importance of youth and seek to empower and support them to be able to assume leadership positions in the future. It has focused on several programs for the youth, and in this regard, the General Civil Aviation Authority has launched, in cooperation with the Ministry of Cabinet Affairs and The Future (the National Program for Future Leaders in Civil Aviation), which included several courses, workshops to improve the skills of youth and prepare them to assume leadership positions in the future and to ensure Sustainability in Aviation.
As part of the National Program for Future Leaders in Civil Aviation, the General Civil Aviation Authority (GCAA) held the “Future of Civil Aviation Laboratory” in Montreal, Canada, with the participation of the program members during the 40th General Assembly of the International Civil Aviation Organization (ICAO) in the presence of HE Eng. Sultan Al Mansouri, Minister of Economy and HE Saif Mohammed Al Suwaidi, Director General of the General Civil Aviation Authority and the Delegation of the United Arab Emirates.
The laboratory, which included seminars, focused on important challenges and topics in civil aviation that were based on three main categories: inventions in the field of aviation and research, human resources in aviation, economic growth and laws and legislation in the aviation sector.
The groups also discussed current challenges and future solutions to these challenges. These discussions have affected several outputs, the most important of which is the necessity of establishing a National Center for Inventions in the field of Civil Aviation. The Center conducts technical research and includes industrial workshops to discover, invent and develop technology in civil aviation, the Center will also aid in the development of new devices and means of transport at the level of the aviation industry in the country and supportive aviation devices at the present time. The Center will also adopt inventors from the Arab region to work in it and develop their pioneering ideas in this area.
The center team will include a group of young people and diverse experiences in all fields in aviation to make the UAE a leader in the field of invention and integration of ideas and research.
With regard to human resources in aviation, the youth team has identified several ideas that can contribute to raising the Emiratization rates in the domestic aviation sector, including the academic equivalence of technical certificates such as aircraft engineers and pilots and also cooperation with the National and Reserve Service to cooperate in the rehabilitation of recruits who join the Air Force for civil aviation.
In addition to cooperating with the Ministry of Higher Education to encourage students to conduct academic research related to civil aviation, some of which may develop the scope of research and development or even industry; which may contribute to encouraging students to conduct academic research related to civil aviation that might be developed and manufactured.
Regarding economic growth, laws and regulations, the program affirms that the growth in the civil aviation sector is achieved through economic growth, media and tourism. The growth of the aviation sector contributes to the growth of these sectors as well.
One of the most important elements stated in the national agenda, is increasing and elevating the aviation economy as the empowerment of the youth with education is crucial to strengthen the infrastructure.
The Group also raised the most important legal challenges affecting aviation: the difficulty of harmonizing government policies and orientations, the impact of laws, implementation and development, and finally international obligations.
His Excellency Engineer Sultan Al Mansoori, Minister of Economy and Chairman of the General Civil Aviation Authority, said, “Through the program, we hope to meet the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, to give young people confidence to lead the future of the UAE in various sectors of the UAE. Today we are on the verge of developing and building a promising generation of aviation youth leaders, which works to provide youth energies in all technical, administrative and specialized fields in the civil aviation sector and this program gives us the opportunity to enable qualify them to assume leadership positions in the future”.
Saif Al Suwaidi, Director General of the General Civil Aviation Authority (GCAA) said: “This type of initiative gives us the opportunity to work hand in hand with the youth by sharing constructive ideas and engaging in aviation related discussions. Furthermore, the General Civil Aviation Authority always seeks to qualify our young Emirati talents to face all future challenges in the aviation sector, to qualify them and raise their qualifications in the civil aviation sector”
The attendees have also stressed the importance of working on a plan with a specific time frame to update the law of the establishment of the General Civil Aviation Authority and to take into account the current and future developments in the sector, the development of a general government framework that clarifies the tasks, responsibilities, points of reference and powers between the governmental and local institutions in regulating the aviation sector in the country. The exchange of information and data through the introduction of laws and legislation governing the exchange of information and open data between local and federal government institutions.
The Aviation Lab ended with several recommendations by the program members and presented to His Excellency the Minister Eng. Sultan Al-Mansouri, who appreciated their role in the discussion and their suggested ideas. He also stressed the importance of continuing these seminars and presenting ideas to specialists to work with these recommendations and have them implemented by the youth to demonstrate the importance and effectiveness of their role.
