The Policies, Regulations and Planning department in the Aviation Security Affairs sector is responsible for the development and review of national aviation security policies, legislation and programs in collaboration with the technical units of the security affairs sector namely Oversight & Inspection and Intelligence & Threat Assessment.

The department is responsible for the following key functions:

  • ​Developing and maintaining aviation security regulations and requirements.
  • ​​Developing and maintaining the National Civil Aviation Security Program (NCASP), the National Civil Aviation Security Training Program, the National Civil Aviation Security Quality Control Program, the National Civil Aviation Security Screener Certification Program, the National Civil Aviation Facilitation Program, and the National Regulated Agents Program.​
  • Developing and issuing Aviation Security Directives to stakeholders regarding new or revised measures.
  • Providing support to the National Civil Aviation Security and Facilitation Committee.
  • Approving and accepting Airport Security Programs, Aircraft Operator Security Programs, Regulated Agents and other programs as appropriate.
  • Issuance and renewal of National Civil Aviation Security Training Instructors certification.
  • Approval of Aviation Security Training organization in the UAE.
  • Maintenance of Aviation Security Documentation Library.
  • Establishment, developing and maintaining CAR Part VI Chapter 2 – Transport of Dangerous Goods by Air, to maintain alignment with Annex 18 and the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air.​
