The General Civil Aviation Authority (GCAA) is a federal, autonomous body set up to oversee all aviation-related activities in the United Arab Emirates. The General Civil Aviation Authority shall undertake, in coordination with local authorities and concerned bodies, the execution of the Civil Aviation Law, and shall, in particular, realize the following objectives.
- Implementation of international agreements and treaties in the field of Civil Aviation and meteorology.

Dubai, United Arab Emirates: A high-level delegation from the Federal Aviation Administration of U.S. (FAA) visited the General Civil Aviation Authority (GCAA) in Dubai to discuss the latest developments of civil aviation sector. The FAA delegation was represented by Mr. David Grizzle, the chief counsel and deputy administrator for the FAA, accompanied by Mr. Roy Barnett, senior representative of the Middle East office. The GCAA was presented by Dr. Ahmed Sheikh, Director of Legal Affairs, Ismail Al Balooshi, Director of Safety of Civil Aviation, and Captain David John Chapman, Senior Advisor for Aviation Safety in GCAA.

Dubai, United Arab Emirates: The members and observers of the Top Level Safety Team of the Middle East Aviation Safety Roadmap held their summit on 14 January 2010, key focus included progress evaluation of the steps outlined to implement the Global Aviation Safety Roadmap.
“It is our primary focus to create an active working strategy that promotes higher aviation safety initiatives through the combined efforts of regulators, industry professionals, manufacturers and stakeholders,” said Saif al Suwaidi, Director General of the GCAA.

... Full Story Dubai, UAE: The General Civil Aviation Authority (GCAA) of the UAE launched an air safety incident-reporting program, the Reporting of Safety Incident (ROSI) Program, on 1 January 2010 as part of its new mandate to centralise aviation safety incident reporting across the UAE.

Full Story Dubai, 14 December 2009: The United Arab Emirates represented by the General Civil Aviation Authority (GCAA) signed an Air Services Memorandum of Understanding with Sri Lanka on 11th December 2009 in Colombo, to increase flights between the two countries.
The MoU was signed by Omar Bin Ghaleb, Deputy Director General of the UAE General Civil Aviation Authority (GCAA) and K V P Rajunth De Silva, Secretary, Ministry of Ports and Aviation of Sri Lanka. Representatives from Abu Dhabi Department of Transport, Dubai Civil Aviation, Sharjah Civil Aviation, Etihad Airways, Emirates airline and FlyDubai attended the meeting.
According to the MoU both parties agreed to increase (10) weekly frequencies for UAE designated airlines and agreed on the designation of FlyDubai, in addition to the current designated UAE national airlines, Emirates Airline, Etihad airways and Air Arabia.

Dubai – UAE: The United Arab Emirates represented by the General Civil Aviation Authority (GCAA) has initialed an “open” Air Services Agreement (ASA) and has signed a Memorandum of Understanding with the Government of the Republic of Somalia on 24th November 2009 during Air Services Negotiations taking place in the GCAA regional office in Dubai.
This new Understanding was signed by Omar Bin Ghaleb, Deputy Director General of the UAE General Civil Aviation Authority (GCAA) and Captain Mahamoud Sheikh Ali, Director General of the Somali Civil Aviation and Meteorology Authority. Dubai (United Arab Emirates) November 24, 2009: In an effort to strengthen the reputation of the UAE as a regional and global center for aviation industry, UAE General Civil Aviation Authority (GCAA) had issued during the month of October different licenses and certificates for air operations, conducted series of inspections and audits on the aviation industry in addition to many different activities pertaining aviation safety, security and infrastructure, licensing and aeromedicine as well as different air transport agreements with different countries.
The UAE General Civil Aviation Authority's monthly report of October 2009 showed that the GCAA has issued and renewed five certificates for air operations and 22 certificates of airplane simulation with regard to the safety of civil aviation. GCAA also conducted six control and scrutiny operations at the local and external levels, in addition to the issuance and renewal of 29 certificates of examiner authorization. GCAA, furthermore, trained 15 people in the air operations' safety, security and infrastructure, four of them within the UAE and 11 abroad.
